Core Duties of the Municipal Clerk

The position of Borough Clerk is required by New Jersey statute (N.J.S.A. 40A:9-133) to:

  • serve as Secretary to the Mayor and Council - prepare meeting agendas, be present at all meetings of the governing body, retain the original copies of all ordinances and resolutions, and record the minutes of every meeting;
  • act as secretary to the municipal corporation and custodian of the municipal seal and of all minutes, books, deeds, bonds, contracts and archival records of the municipal corporation;
  • serve as the chief administrative officer in all elections in the municipality;
  • serve as the chief registrar of voters in the municipality, subject to the requirements of Title 19 of the Revised Statutes;
  • serve as the administrative officer responsible for the acceptance of applications for licenses and permits and the issuance of licenses and permits.

Registering to Vote

Who can register

To register to vote you must be:

  • a US citizen;
  • at least 18 years old on or before the next election; and
  • residing at your present address for at least 30 days.

You are not eligible to register or vote if you are on parole or probation, or if you are serving a prison sentence for violating State or Federal law.

Where to register

Applications for registration can be obtained from the Borough Clerk's Office, or from the Commissioner of Registration office in Bergen County (see address below). Registration forms are also available in various State agencies and at Division of Motor Vehicle offices and can be obtained while transacting agency business. You can also print out a registration form below and after entering the required data, mail it to the Bergen County Commissioner of Registration:

Schedule of Elections

Primary Elections

Primary Elections are ordinarily held on the first Tuesday after the first Monday in June. The primary is held to nominate party candidates for the General Election and to elect party members of the State and County Committees and Delegates and Alternate Delegates to the National Conventions in Presidential Election years. Polls for Primary Elections are open from 6:00 am to 8:00 pm.

General/School Elections

General Elections are held on the first Tuesday after the first Monday in November to elect various National, State, County and Municipal officials to office. Polls for General Elections are open from 6:00 am to 8:00 pm.

Special Elections

Special Elections may be held at various times throughout the year, but generally on a Tuesday. Notification of such elections is advertised in your local newspaper.

Dates to remember in 2019

  • April 1 - Candidate nominating petition filing deadline for June 4th Primary Election (must be filed no later than 4:00 p.m.)
  • April 10 - Last day to change parties in order to be eligible to vote in that Party in the Primary Election of June 4, 2019
  • May 14 - Last day to register to vote in the June 7th Primary Election
  • May 28 - Last day to apply for an Application for Vote by Mail Ballot for the June 7th Primary Election
  • June 2 - Last day to apply for an Application for Vote by Mail Ballot at the County in person for the June 7th Primary Election
  • June 4 - Candidate nominating petition filing deadline for Independent Candidates and School Board Candidates - petitions filed directly with the County Clerk in Hackensack
  • June 4 - Primary Election Day - voting hours 6:00 a.m. until 8:00 p.m. Registered Democrats must vote Democratic. Registered Republicans must vote Republican. Unaffiliated voters must declare which party they want to vote for at the polls. If an Unaffiliated voter wishes to go back to Unaffiliated after the Primary Election, a form must be filled out no later than 57 days before the next Primary Election (contact Borough Clerk's Office at 201-796-1457ext. 202 if you have any questions). There is no crossover voting in New Jersey on Primary Elections.
  • October 15 - Last day to register to vote in the November 5th General Election
  • October 29 - Last day to apply for an Application for Vote by Mail Ballot for the November 5th General Election
  • November 4 - Last day to apply for an Application for Vote by Mail Ballot at the County in person for the November 5th General Election
  • November 5 - General Election Day - includes School Board Candidates - voting hours 6:00 a.m. until 8:00 p.m.
    PLEASE NOTE: School Board Elections are now held on the General Election Day of November 5, 2019.

Requests for Public Records

Municipal BuildingA request for access to or for a copy of Government Records should be submitted on the form which has been adopted by the Municipal Clerk as the Custodian of Records. Some records will be immediately available during normal business hours. Some records will require time to compile and to make the copies requested, but will normally be available during normal business hours and within seven (7) business days. If any document or copy which has been requested is not a public record or cannot be provided within the seven (7) business days, you will be provided with a response with that information within the seven (7) business days. Some records requested have specific fees or other response times established by statute. There is no fee involved in simply inspecting a document during normal business hours. This request may be filed electronically.

In general:

  • Immediate access is ordinarily available for budgets; bills; vouchers; contracts, including collective negotiations agreements and individual employment contracts; and public employee salary and overtime information. Minutes of public meetings will be generally available immediately after the minutes have been approved.
  • Records which are not readily available or which will require a search of records will be made available as soon as possible, and the applicant will be provided with an interim report within seven (7) business days indicating the time which will be required to provide the records.
  • Except as otherwise provided by law or regulation, the fee assessed for the duplication of a printed record shall be: first page to tenth page. $0.75 per page; eleventh page to twentieth page, $0.50 per page; all pages over twenty, $0.25 per page; for a police accident report there is an additional fee, when the request is not made in person, of $5.00 for the first 3 pages and $1.00 for each additional page, as provided by N.J.S.A. 39:4-131.
  • Where a request is for a copy in a format other than a photocopy, reasonable efforts will be made to provide the information in the format requested. The cost will be based on the costs of producing the format requested.
  • Where a legal determination must be made as to whether records are "public records" as provided by law, the request will be reviewed by the Municipal Attorney.

The term "public records" generally includes those records determined to be public in accordance with N.J.S.A. 47:1A-1. The term does not include employee personnel files, police investigation records, public assistance files or other matters in which there is a right of privacy or confidentiality or inter-agency or intra-agency advisory, consultative, or deliberative material or other material which is specifically exempted by law.

Powers and Duties of Borough Administrator

For the purpose of carrying out the duties and responsibilities limitations permitted by authorized staff and appropriations, the Borough Administrator shall:

  1. Serve as Administrative Officer representing the Mayor and Council;
  2. Make recommendations to the Mayor and Council as to administrative operations of the Borough;
  3. Receive and reply to general inquiries concerning Borough business and provide information as necessary;
  4. Supervise, schedule and coordinate the administrative staff at Borough Hall and serve as the Personnel Officer/Appointing Authority on behalf of the Mayor and Council with relation to the Civil Service Commission and the general day-to-day operation of Borough employees;
  5. Oversee maintenance of personnel records and provide minor discipline as necessary, not to exceed five (5) days suspension of any Borough employee, excluding the Police Department;
  6. Investigate at any time the affairs of any Department of the Borough, other than the Police Department;
  7. Work with the Chief Financial Officer and Municipal Auditor in the preparation, review and presentation of the annual budget document;
  8. Report to Mayor and Council as necessary;
  9. At direction of Mayor and Council, compile and release public information;
  10. Perform such other duties as may be assigned by the Mayor and Council;
  11. Operate as the administrative coordinating point for all Departments with the exception of Police Department;
  12. Enforce Borough policies.
